Wohngeld Eligibility Requirements in Düsseldorf
Whether you qualify for Wohngeld depends on several factors. The most important requirements are your income, the number of people in your household and your rent amount. In Düsseldorf, Rent Level IV applies, which can improve your chances of receiving Wohngeld.
Good to know: Wohngeld is only paid upon application — and only from the month of application. Submit your application as early as possible.
The Three Main Requirements
1. Your Income
Your total income must be below certain thresholds. These income limits depend on the number of household members and your city's rent level. Düsseldorf, as a Rent Level IV city, has higher limits than cheaper regions. Income includes not only your salary but also pensions, maintenance payments and certain other earnings.
2. Your Rent or Housing Costs
The rent (or for homeowners, the monthly costs) must be within certain maximum amounts. Düsseldorf, as Rent Level IV, has higher maximum amounts — meaning Wohngeld is possible even with somewhat higher rent. The eligible rent includes the net cold rent plus cold service charges. Heating costs are covered separately via Bürgergeld or other benefits.

3. Your Household
The household includes all persons who live together in one dwelling and share it jointly — regardless of whether they are related. The so-called 'Wohngeld household community' is decisive. Married couples and registered partners always form a joint household community.

Who Can Apply for Wohngeld?
In principle, all persons residing in Germany can apply for Wohngeld — including foreign nationals with a valid residence permit. It is essential that you actually live in the dwelling and bear the rent or housing costs yourself.
- Tenants of a flat or room receive a rent subsidy (Mietzuschuss)
- Homeowners of a self-occupied condominium or house can receive a cost subsidy (Lastenzuschuss)
- Residents of retirement or nursing homes may also receive Wohngeld under certain conditions
When Is There No Entitlement?
In certain cases, Wohngeld is excluded — even if the income and rent requirements are met:
- Recipients of Bürgergeld or basic income support: Those already receiving Bürgergeld, basic income support in old age or for reduced earning capacity are not entitled to Wohngeld — housing costs are already included in these benefits.
- BAföG recipients: Students receiving BAföG are excluded from Wohngeld unless they have a child in the household or certain other exceptions apply.
- Minimal entitlement: If the calculated Wohngeld is less than 10 euros per month, it will not be paid out.
